how to filter (shear)

Step One:
Open up your canvas. I choose black because its easier to see.

Step Two:
Create a new layer, select about half the canvas and find a large soft white brush and brush half of it.

Step Three:
You may duplicate it and move it or rotate it a bit.

Step Four:
You may repeat the last step again.

Step Five:
Then merge those white layers, and filter > distort > shear.

Example:
